Not quite how ETOPS works. You can have a ETOPS 767 but you cannot fly it ETOPS without going thru the building process. ETOPS is only partly about the airplane. It is more about maintenance, company procedures and some other things. Nobody walks in and gets 180 minute ETOPS. You start with the base 60 minutes and work your way up in stages. Depending how you do maybe a year? Maybe 2 years? maybe even longer.
Southern was awarded 180 min ETOPS from the start of the 777 program. I believe Alaska Air was the same with the NextGen B737's (tough to make Hawaii without 180). Maybe at one time the ETOPS areas of operation were gradually increased but now most start with 180 minutes. If Southern can do it anybody can. Lol
ETOPS forced a lot of positive changes in System Ops and Maintenance. If the B767 rumors are true congratulations! Maybe the brilliant execs at Worldwide will make a bid to buy Kaliita for the B767 operation.
