According to FAA handbook 8700.1 Vol 2 Chap 1 Sec 3 the F/A-18 does still have the c/l thrust restriction. Sometimes the FSDO forgets to apply the restriction when people get their commercial, but it is supposed to apply. You get it removed by doing your ATP checkride in a multi that does not have the restriction.
