It's nonsense. Whether a stike is allowed is purely political and that's something no one can really predict. Secondly, the THREAT of a strike and all the drama associated with the threat is very effective. Hours of debate. Tons of press. A huge drop off in ticket pre-sales, all add up and pressure both sides to the table. The president, whomever he or she may be, may or may not end the strike after a minute or a week or month. No one can know. But we do know the rhetoric of a strike is powerful.
