I can solve the division problem easy.
We call the international division (ND) the "Top Gun" division. Then only PHX pilots bid it so they can prove that they're the 'best of the best'. Then 'Iceman' can brief the sortie to Belize City with his 'wingman' at oh-three-hundred.
