QOL. They like being in top 1% in their base, and can afford FO pay due to retirement rom previous career, sugar momma, etc.
Or they have another job which pays better than regional CA and they need control of their schedule to attend said job.
Supposedly there are a few who are "blacklisted" from upgrade, presumably for good reason.
