Sounds like rationalization of previous decisions, whether right or wrong. Pilots at the other 7 might disagree on merger protection over scope.
I will say this: most carriers have better section 1 language than AS (WN is the best imho) but they do not seem to have less than contentious TA proceedings so scope language only goes so far in making pilots happy.
