The DC base is great. Second time living in the area (from prev mil days). Lived in Alexandria and now MD. You can find very affordable housing in nice neighborhoods within an hour of IAD. Great schools. Great shopping. Taxes are, believe it or not, relatively low, even in MD. The DC flying is great and a look at the Jr. Manning tables shows relatively low. Def worth doing research on.
