This is 100% on the East pilots. Who do you think threw a monkey wrench into the works? This is INTENTIONALLY screwed up. Parker got an extra 5 years of LOA 93 so he conveniently became "neutral" to the intentional sabotage to the merger process. The East pilots and Parker's lack of action are directly responsible for the mess that's still here.
The West did nothing to create this.
