You need to temper your emotions. Go read my post again. I never said the West was signators to the PA. I said exactly what you said, the West believes they are not bound with the protocol agreement.
It appears we reside in the same forest.
If West does not believe the PA applies to them then this process should stop, because as you say it is an important legal distinction that needs to be resolved. Otherwise this is not a fair and equatable process between the three groups.
