OK i got it figured out, I was looking at the assignments list which doesn't include people in training. The actual awards list is different. I was just curious not really worried about it or anything. And to the person who said they know someone who started in 01 and can't upgrade that's impossible, they may just be waiting until they can hold a line as a captain so they do not have to go on reserve.
