Actually yes because when CH was drafting the anti commuter out of domicile open time resolution, a bunch of pilots had been filing NCCs to enforce the "trip trade after 12:00 two days prior" language. Said pilots were winning these NCCs and it started getting enforced more.
I'm not going to debate why one would file an NCC on that language because while it may not make sense to some it does to others for various reasons. Fact is that it's in the contract and we should be shooting for 100% compliance on every word not just when it suits us.
Boom. He nailed it. And I'll follow up with this: if you can work your way around Flica, apparently you can be compensated for those trips assigned improperly if you were available and win the NCC. In other words, both pilots get paid to fly the trip and one simply watches flica at home.
