It's not a 100% solution, but you can do this:

Go to Settings>General>Storage&iCloud Usage. Then go to Manage Storage. Click on it, then scroll down to the settings, iPad Update. Delete it. This will temporarily stop the dialogue box to install or remind you to install.

When IT gives us the okay to update, just go into Settings and update normally.

You can also go to App and iTunes Stores and turn off the auto update sliders as well.
