I think some of those trips were awarded before the time was recharged to 1300. That's what happened to one trip I tried to get.
Same here, I put in my initial request at 12:15 and it was denied at 12:38 because it was picked up by another CM. Apprently they didn't cancel out the requests that were in before 13:00.
