ATP mins do not specify PIC hours, just 50 hours of multi. you can also substitute 25 hours in a sim. so a lot are taking guys with 25 hrs total and using the sim time for the rest of the multi time requirements
I noticed PSA changed their requirements to 25 Actual time and they put it in bold, because my guess is that some people applied with some sim time.
