The process is called CR (Commander's Review) for a failed -89 or EC (Elimination Check) which comes after a couple failed -88 or PC's (Progress Checks) and several -87 rides (extra training.) Given enough bananas, almost anyone can learn to fly...Unfortunately, when the bananas run out, little monkeys go lawyer up or worse...the Congressional route.
