That question sums up bull**** survey. FWIW, I did it anyway. I didn't say what DALPA wanted to hear so my answers will probably be ignored. I answered every question assuming contract modification would be a concession.
I answered "unsure" to the questions based on "modification." Since the modification was not stated as an improvement or a concession, there's no way to give an answer that has any meaning one way or the other. I explained this in the comments section of the survey. And, yes, I'm sure the authors of the survey intended it to mean concessions... but I'm not playing that game.
