They (FAA) haven't done that with DHL. By my count there are at least 7 different airlines on the CVG ramp moving their product every night.
They can't do it with DHL - they are not a US citizen - DHL can not have operational control of any aircraft - we all know they do - but they still cant own any more than 49% of a US Air Carrier
