The stain on the aircraft is in place and Bombardier is in a precarious way. If the "sustainability" issue was solved their stock wouldn't be dropping 18%.

They have taken a major stake in the program, not the overall company. They have claimed that this aircraft is the companies Alamo. The rail division may be sold off, hence the over all stock price. The aid is enough to get the program up to production speed. Which has made future buyers more at ease.
