Unless Envoy puts that many in new-hire classes on a monthly average each and every month, it shrinks. If Envoy shrinks, how do they even HAVE a need for 34 upgrades a month as they will be incrimentally smaller every succeeding month requiring less captains ?

If the numbers don't add up, how valid is the information and if the information is in question, how questionable is the credibility of the source claiming that information ?
