Every Captain should ask for it every time. There is an FAR that at least one crew has been disciplined for. The flight deck crew is ultimately responsible if unauthorized people gain access to the flight deck.

In fact, you should not just "inspect" the jumpseater's papers, but the FAA's as well. Make sure the number on their ID matches the number on their badge.

I always hand the Captain my license, medical, Company ID and jumpseat form before he/she has the chance to ask for it.
