You definitely don't have the scoop here.

A codicil is a document that modifies an earlier will, as in a last will and testament. The PWA is not a will, therefore there no codicils, real or imaginary, that "allow" this activity, as has been described.

What base rep did you talk to? Will you call him back and ask him the specific "codicil" to which you refer, or better yet, why don't you ask him for the the exact language and post it for all to see.
