What he was referring to isn't 3585.

"D. Flights of 1 hour or less may be released to an airport which is forecast to be below minimums at the estimated time of arrival, but current reports indicate the weather will be at or above applicable minimums at the estimated time of arrival."

So scenario he was describing is a :45 minute flight. You are illegal per the TAF .1sm fog mist. The flight is less an hour so you can pull the current metar and if it is above landing minimmums you are legal for dispatch. Now the question arises what if the visibility in the metar is variable rvr that is lower than minimums but the high end is over mins.

Can you go?
