The new acronyms can be a pain for new guys, here's a quick/applicable primer.
DAL -- company
ALPA -- national union
DALPA -- Delta pilot ALPA
DPA -- Grass roots effort at independent Delta union
So technically you are right, it would cost DALPA nothing to raise 190 rates but since they don't pay us (exactly the opposite being true) not really feasible
