Just so there is no confusion, the SAFO referenced is SAFO 13002 and is applicable to all operators. The purpose of the SAFO is actually to encourage hand flying "when appropriate" such as in non-RVSM and low workload conditions. The rule about flying RNAV SIDs and STARs with the autopilot on is purely Mesa's rule because the company believes that RNAV SIDs and STARs are not "low workload" phases of flight. Whether or not more specific direction on the subject came from the PHX CMO is unknown.
So, what's the SOP? You can't hand fly up to, say FL 200 on a RNAV SID?
