You're forgetting a very important aspect of today flying environment: Lawsuits.
Make no mistake - these kind of SOP's are the airline's way of covering their backside. I can't say that I blame them when you've got guys who are being upgraded to CA's that wouldn't meet competitive regional FO minimums 10-15 years ago.
But what kind of lawsuit are we looking at when it hits the fan and nobody remembers how to fly? Protecting pilots from ASAPs by regulating more automation is the wrong answer in my opinion. Take it for what it's worth.
