Forget about PBS. The company controls pairing construction. The pairings are the problem not line bidding. Increase the min day and get rid of trip averaging and watch the schedules improve. IF YOU WANT PBS GO TO A CARRIER THAT HAS PBS!
Agreed. Just to add, I think a good trip rig and duty rig is equally important. It would put pressure on building efficiency into trips. 1hr of pay per 3.5 hrs TAFB would be good. It's possible to have a 96hr 4day trip that pays only 22hrs even with 5.5 min day. However with the rig above that 96hr TAFB trip would be worth 27.4hrs.
