Is Vacation bidding open yet? I thought I read somewhere that it was.

Note the login screen next time you log in to iCrew. It says "weeks available will be available by Jan 1."
So you can bid right now, but if you want to know the exact weeks available it won't be until Jan 1....but don't forget to bid by the deadline of the 8th!
