The NC takes marching orders from your reps; they don't negotiate a contract to their own whims.
I don't think it's that simple. The NC undoubtedly has a huge amount of influence over what the MEC decides in terms of direction. Sure the MEC has the final say but it is probably latgely based upon what the nc tells them.
