Sounds like ADI is just trying to get $$ from Caesars
And ADI's CEO's fraud case that was uncovered had nothing do with its certification process at that time and still the DOT blocked it. ADI could win this case in civil court, maybe even criminal court and the FAA and DOT could block Via Air in the same manner it nearly shut ADI down....
