Don't quote me, but it may be quietly going away. I know a guy who started last June, and he said no one in his class was asked to sign the PN. Mesa sends a copy marked on every page with a "SAMPLE" watermark, probably to suggest the potential still exists. Several pages back, someone from Mesa suggested there is a way around paying it back, but didn't elaborate publicly. You might be able to find his post and ask about it via PM.
