True but consider the following:
This TA passed the MEC essentially by a roll call of 150 pilots. That's a razor thin margin. Although technically the TA passed the MEC by a senatorial vote of 13-7, if anyone of the 13 yes voters had voted no a roll call vote would have been called. In this scanerio on a roll call basis the TA vote would have failed the MEC.
So that being based on what you posted above you can make the argument management did offer just enough to get a 50.1 pass rate.
