My guess would be yes. Otherwise that non-rev agreement would seem to be more or less useless as there are very few routes operated by any regionals that are NOT on behalf of a mainline partner.
As I recall during my time at ExpressJet, we had several jumpseat agreements with a number of small operators that were cabin only. Those may have been exclusive to flights operated by ExpressJet even though they were sold by United/Continental. Is that what you are referring to?
