We just went through this. When you are a large turbine airplane operator which is 91F, you need to comply with everything in AC 120-76B

You do not need to get an LOA. But you need to document crew training, have an EFB manual, and do the interference testing. If your a Jeppesen customer they have a Part 91 EFB starter kit for free. Basically if your running Jeppview or Foreflight on an iPad you have a Class 1 EFB with Type B applications. They key with the Class 1 is they only need to be secured and not mounted to aircraft. Kneeboarding and temporary section mounts accomplish this.

Sportys will handle all of this for you if you don't have the time for $799. It's says that it's for EFBs with Foreflight but if you read on it says its approval for all Type B applications which Jeppview.
