Biggest problem with this plan, IMO, is the fact that people may not want strangers coming to their house. UPS, FedEx, USPS is one thing because they are uniformed employees and can be traced should a problem occur. But people with a minor background check and delivering to people's doorstep cries robbery, sexual assault, etc. Lots of liability.
