Loudon and Fairfax counties are in the top 10 (or is it 5?) wealthiest counties in the country. Housing costs are high, but don't know about the schools. I know people who live in West Virginia and say the commute to IAD is 45 minutes to an hour. I would imagine schools are much better in IAD area than WV.
