The only way to "police" this is from our own flight decks. Further, we can't stop the GA, corporate, and other users with a Sporty's handheld from transmitting foolishness on frequency. The best policy: IGNORE it.

What one aircraft overhead hears from a 17-year old with a handheld - and responds to - is heard by several aircraft which then respond to each other - which is then heard by even more aircraft. And on and on.

It's the perfect "relay". Stop responding. Police your own - that's all you can do.
