No one really knows what is going to happen with Envoy's 700's. They might come to PSA, they might not. Either way, it won't matter. Envoy had some sort of announcement that they were staying longer than planned, but AAG and PSA have said that they are not.

I know that if the 700's come to PSA, that will leave the opportunity for more of the Embraer flying to be moved from other carriers to Envoy, which would be good for Envoy and AAG as a whole. Envoy will likely be able to operate them more efficiently and cheaper at this point. It is doubtful that Republic will be able to rebound from their current situation.

Also, the movement of 700's from Envoy to PSA will save the company millions of dollars in training and maintenance. I can not see why they would be delayed a minute longer than they need to be, provided PSA can staff them (which is still to be seen).

Personally, I would like the 700's to stay at Envoy. I think that they should stay at Envoy or move to a mainline certificate (right after the 175's and 900's are moved to mainline). Shuffling them from one regional to another is just rearranging deck chairs on the Titanic. Let this damn regional system sink already and lets get on with it.
