As far as bidding for a new base while in indoc? You can theoretically put a bid in as soon as you are on property. The only problem that the 1/19 indoc class will have is that is the day the AE closes and they probably won't be able to access iCrew in order to put a bid in.
For the posting of conversion dates there is an established method, I'm just not sure what it is. Perhaps a more seasoned guy/gal can chime in.
About two weeks after the AE closes, in Deltanet under crew resources and training, they post a projected training conversion list. Usually accurate to within a month of when you'll go to training/convert. On ~25th two months prior, they publish the official conversion list, found on the same page of Deltanet(i.e. On the 25th of Jan, the conversion list for Mar will come out).
