I concur. I've flown all three variants of the CRJ at ASA/XJT during my 4 year tenure here and the flaps are always set prior to taxi, per our SOPs, regardless of the need to de-ice/anti-ice. With that said I've had one CA mention that if you have the choice of two RWY's for departure and one happens to require Flaps 20 vs Flaps 8 then it would be required to de-ice/anti-ice at the greater Flaps setting(in the event you are given a RWY change from the anticipated RWY) and then return to the required flaps setting if necessary. I've not been able to verify that.
