With that said I've had one CA mention that if you have the choice of two RWY's for departure and one happens to require Flaps 20 vs Flaps 8 then it would be required to de-ice/anti-ice at the greater Flaps setting(in the event you are given a RWY change from the anticipated RWY) and then return to the required flaps setting if necessary. I've not been able to verify that.

I haven't even run into that yet. I guess because we usually know which runway we're going to use by the time we're getting de-iced. It is possible that the airport could turn around while you're getting de-iced.
