"Sticking" is a GA concept. In 121 if if there is precip, and it meets the criteria for icing, deice/antiice is required. Don't like it, stick to Pt 91, plenty of leeway to kill yourself and your client.

121.629: No person may take off an aircraft when frost, ice, or snow is
adhering to the wings, control surfaces, propellers, engine inlets, or other criticalsurfaces.
Show me where it says that if it's snowing, I have to get deiced.
