Yeah the flow and upgrade lists are deceiving unless you actually look at the date of hire. The large gaps in hiring are making it seem like it is taking forever to upgrade people from hire date but once that gap arrives the "Time to Upgrade " falls a good bit.
Now, I am not saying 2.5/5.5/6 or what ever it is but it explains the situation a bit.
