Just because there is a difference doesn't mean there is a logical basis to believe that stopping the flow after the 824 would have any positive effect for the company. It would immediately destroy their recruiting efforts and trigger a mass exodus. That would be like stopping a sinking ship by putting more holes in the hull.
Does it make more sense in a critical staffing situation to offer more incentives (more $$) or do something that would destroy what staffing they have? Other than wishful thinking on your part, it doesn't make good business sense.
