When I was a ramp rat in the very early 80's, you were assigned to a particular gate.
At the DCI gates at JFK, we pulled in one day and got stared at by a group of the rampies. They shrugged at us and someone from the other part of the ramp came over and waved us in. During my walk around I asked the guys that just sat and watched us to get us a wheel chair that we were still waiting for, and the reply was "Your not our flight." They went on to tell me that they are assigned to certain flights regardless of where they park. Could be just an excuse, or it could just be poor management decisions. It would make more sense to me for them to assign ground staff to a few certain parking spots, rather than making them trek all over the ramp to work a flight. But again, I'm only going by what the one group of ramp guys said.
