It seems that the PIC is the one with the ultimate responsibility for the safe operation of the aircraft. Therefore, is the "safety pilot's" PIC time more valuable than the "under-the-hood" pilot's PIC time?
At this point, I dont think it matters much. Before the hiring frenzy and 'shortage', a lot of airlines did not even consider safety pilot time, Eagle is one that comes to mind... however, they really dont care now. PIC is PIC to them.
