The the last two hiring Windows took mainly people with "close ties"... It certainly doesn't seem it was based on experience.
What's really needed is a job swap agreement. I know at least a dozen pilots who got tired of HAL's hiring practices from a couple of years ago and went to work for Delta/AA/UA/AS/SWA/Fedex. They still live in Hawaii and would gladly swap if they could keep their seniority.
