The problem is that management saying that they "want" to do things to improve the employee's situation is the oldest trick in the book.
It's also a widely employed sales tactic known as "hope for gain." It doesn't cost a thing and it fools a lot of people. My previous employer used to say time and again that they "want" to make better schedules, "want" more desirable bases, "want" a new contract (while successfully dragging negotiations out for 8 years), "want" to change things for the better, etc.
It's not a lie, just slick linguistics.
