Yes, in fact it will be more difficult to bid less than 70 hours a month, especially from March to Jan.
And when I say "bid", maybe in a month with a low ALV you might get a 70 hr line out of PBS initially..... but there will be lots of opportunity to pick up whatever time your willing to fly.
