Nope. N1
correlates to airflow, but it only
measures the speed of a shaft turning in the center of the engine. The corresponding airflow can be measured and charted at various N1 speeds and atmospheric conditions, but it's always a matter of measuring rotations of the shaft and referencing a table to derive thrust. On a given engine in a given environment, the same N1 speed will correspond to decreasing airflow as the compressor blades and other various components deteriorate through normal wear. EPR will still give an accurate reading of thrust.
