It is just saying voluntary separations not associated with ETS, MSD and HYT won't be approved before 1 Nov. That is not a denial that is just administrative processing. At least you know as opposed to him just telling ARPC to sit on them for months. It also does not affect AGRs. So if you are done and not retiring you file your separation paperwork for 1 Nov and asked to be excused from now til then.
So how long can AFRC sit on separation requests before it becomes effectively Stop Loss? Nine months seems a bit excessive. What's to stop them from delaying separations for up to a full fiscal year? I'm sorry but if the standard in corporate America is two weeks notice, anything more than a couple months delay in processing someone's separation request is positively criminal. I wonder if this will affect recruiting: "So, how long will my commitment be?" "Well X years but in reality you can only leave when we say you can". Seems legit.
